congratulation on还是to

congratulation on和congratulation to都对，但是它们两个短语有区别：意思不同、用法不同、侧重点也不同。congratulation to sb意思是祝贺某人，congratulation sb on Sth意思是因某事祝贺某人。

用法不同：

1、congratulation to sb：to后跟主语宾语，表示祝贺某人。

2、congratulation sb on Sth：用祝贺的人作直接宾语，on后跟出祝贺的事件。

侧重点不同：

1、congratulation to sb：侧重在于对某人的祝贺。

2、congratulation sb on Sth：侧重在于对某件事祝贺某人。
