TheMinisterwouldputthetrayinaminiaturelongting(dragonpavilion).BeneathayellowumbrellaandcarryitviaWumen(MeridianGate),toTian’anmenGatetower.

Acourtierwouldbeinvestedtoproclaimtheedict.Thecivilandmilitaryofficialsliningbothsidesofthegatewaybeneaththetowerwouldprostratethemselvesinthedirectionoftheemperorinwaitingforthedecreetotheproclaimed.
